Like everyone else does I guess :’D I dunno.
Usually I’ll get an idea from other stories or historical moments and start thinking of how I could turn that into a story for a character. Then I come up with some possible designs and extra bits, throw out things I don’t need, and put that together to form the character’s skeleton. From there, I fill in all the empty gaps with new ideas and plots and etc. But it usually takes me a long time to complete a character ;___;

I’m not exactly sure what you mean on ‘fuzzy,’ but these are the settings that mine are set at xD I use the ink pen tool (hopefully you’re a Sai user so you know what I’m talking about) on full density and stuff. And for line art I always use S-4 or S-3 smoothing, which you can see at the top, and examples of the difference on the canvas. Then there’s a little view of other settings I usually keep my pen on.
The thing is with the smoothing setting, if you’re not used to using it, then you have to adjust to it. It requires slower line work c:
Other than that I’m not sure how to help you with your ‘fuzzy lines’ xD
